没有特别好的推荐，可以尝试看一下开源的SDCC。

SDCC is not that bad, but of course its not a IDE just the compiler. I know few guys who use code::blocks to work with SDCC.

Anyway I don kow if code::blocks is available in chinese.

I have created some universal device headers to work with Keil as well as SDCC or IAR.
